this looks like an allergic reaction. It may be from insect or ant bites or coming in contact with something irritation to his skin. Giving him a bath in baby shampoo can help rinse and soothe the skin topically. From there you can give benadryl at home. It seems very wide spread though that you will likely need to see a vet for stronger medication to clear all the bumps and make sure there is no secondary infection
