That toe definitely looks swollen. I think its more likely an infection or a bug bite. Tonight I would recommend to apply a cool compress to the area and prevent her from licking it. You can also give her an antihistamine which will help if its an allergic reaction. If the toe is still swollen tomorrow, I would recommend to take her in tomorrow to see what the doctor thinks once the toe can be palpated. If the doctor does think its a cyst/mass, the doctor will recommend to aspirate it. I hope this helps!
