At that age I would have your vet check for mange and would not recommend any medication around the eye since it has potential to get in the eye and cause damage. You can add an omega 3 fatty acid supplement to the diet to help with dry skin though and give a bath in baby shampoo, just be sure to not get it into her eyes.
