it looks like a small tumor, cyst or reaction from a bite or splinter of some sort. Since it is not bothering him, you can apply a cold compress to help with swelling and redness and see if it improves. If it does not or seems to get worse and bother him, then I would get it checked to see if antibiotics are needed.
