Check the water chemistry and temperature. Use a home test kit or submit a water sample for testing. Most pet stores will do this for free or for a small fee. Aim for an absence (0 ppm) of ammonia and nitrites with nitrates at 20 ppm or less. Perform a partial water change to stabilize chemistry or improve water quality. Use only aged or conditioned water that is temperature matched to prevent stress or shock. An Epsom salt bath may relieve bloating. Dissolve a half teaspoon in a gallon of water and allow for as long a swim, up to an hour, as he will tolerate before returning him to the main tank. Fasting him for a couple days then feeding cooked and shelled green peas can relieve constipation if that is the cause.
If you've never tapped a frog, do not try now. Ideally, Fred should be examined by your veterinarian or a vet experienced in treating reptiles and amphibians to diagnose and treat any illness. The vet can show you how to use an insulin syringe to tap Fred if necessary.
