My dog started labor this morning she has lost her mucus plug but her water has not broke it. Is this ok

If she has been in labor for over 4 hours with no pup delivered then I would highly encourage you to have her seen by a veterinarian as soon as possible. If she is experiencing dystocia ( difficult or inability to deliver the fetuses), then it could be life threatening to her and to the pups. Please have her seen ASAP.
