Hi there. Looking after my neighbours dog. He is a JR. He is breathing rapidly. Not panting but short breaths

My 1 year old male cat recently about 5 hours ago started breathing very heavily. Seems to be OK otherwise, cleaning himself and laying down. I'm concerned thigh cause he won't stop breathing so heavy, should I take him to the vet in the morning??
