my parrot has a hole at bottom of his neck.. so all his food is discharging from that hole.. nothing is going in his stomach.. tell what i should do to close that hole?

You cannot close that hole yourself, you will need to take him to an avian vet ASAP, they will need to put him under anesthesia for a few minute and suture this wound in order to close it up.
