If he cannot urinate then it is a true emergency and he needs to see a vet immediately. You should try to find an after hours or emergency clinic to see him. It does sound like a UTI that has progressed to obstruction of the urinary tract which can lead to kidney failure and death. Start calling clinics and see who they refer to for after hours to get a place to take him as there is nothing you can do at home to help
