My dog hyper and the location of the ulcerated lump is between the eyes on the forhead. Is they any chance a vet could sedate him without the need for Anesthesia to do a fine needle aspiration? Or is they nothing strong enough that will keep him asleep for 20min without him feeling the needle?

You don't need to sedate for a fine needle aspirate. It's a quick and relatively painless process.
