I just got a fish tank (10 gallons with heater, filter)…i added my water conditioner…everything is set up in the tank…i just bought my betta fish from the pet store, and it is still in the container it came in. I am not really sure if i should wait 24 hours for my tank to “cycle”…i dont know what cycling means…but i heard it and someone said i have to wait 24 hours until i introduce my betta fish…do i wait 24 hours or can i introduce and start acclimating my betta fish now?

It is very important that the temperature in the tank is the same as in the container of your fish. So you should put the bag with the fish into the tank water and wait until the water in the bag has the same temperature before you let the fish swim into the tank..
You should cycle your tank. Here is how: aquariuminfo.org/cycling.html
